Occurrence
The Central Committee for the Implementation of the Development of Border Areas and National Races was formed with five members by the Notification No. (23/89) dated 25th May 1989 of the State Law and Order Restoration Council. Then, by the Notification No.(24/89) dated 31st May 1989, the Working Committee for the Development of Border Areas and National Races was formed with 17 members. In accordance with the policy set by the Central Committee, 18 sub-committees and 9 regional working committees were formed to implement the tasks.
The Ministry of Progress of Border Areas and National Races and Development Affairs was formed by Notification No. (54/92) dated 24th April, 1992 to plan systematically and implement activities for border areas and national races. According to the requirements of transaction, it was extended as the Ministry of Progress of Border Areas and National Races and Development Affairs by Notification No. (15/94) dated 30th January, 1994. Under the supervision of the Ministry, Department of Border Areas and National Races Development and the Department of Development Affairs were formed.
Under the Ministry of Progress of Border Areas and National Races and Development Affairs, Education and Training Department was organized on 30th June, 1999 with the letter No. (21/ 99) Ah Pha Ra 99(72) by government organization to develop not only the infrastructures of border areas but also human resources of national races. The two degree colleges, Nationalities Youth Resource Development Degree College, Yangon and Mandalay were comprised under the supervision of Education and Training Department.
According to the 2008 constitution, Development Affairs Committees were transferred under the control of region and state governments. So Ministry of Border Areas and National Races Development was restructured as Ministry of Border Affairs by the date of President’s office (30.3.2011) and order No.(4/2011). Ministry of Border Affairs was organized with the two departments, Department of Border Areas and National Races Development and Education and Training Department. The ministry is implementing for the progress of border areas, setting policies objectives and procedures.

Opening the degree college objectives and teaching
Nationalities Youth Resource Development Degree College, Mandalay started opening in 2000-2001academic year on the land width 48.304 acres at the left side of Yangon-Mandalay Highway near Nat Ye Kan Village of Amarapura Township in Mandalay Region on 12th July, 2000. Nationalities Youth Resource Development Degree College, Sagaing located near Ohn-Taw village on the land with 61.93 acres beside Mandalay – Monywa Highway, on the left side of mile stone No. 26/2 and 26/4, fourteen miles far away from Sagaing was opened on 28th, April 14. From the intake No.1 to the intake No.10, the students were taught at NYRDDC, Mandalay and 1773 students in total: 359 Arts specialization students, 670 A.G.T.I students were awarded certificates and degrees after being nurtured with six objectives of the Degree College, Mandalay.
Move and Opening of the Degree College
- At the academic year 2011-2012, the land and buildings of Degree College, Mandalay was to be hand-overed to the Ministry of Education, so it was moved to University for the Development of the National Races of the Union at Ywarthitgyi village four-mile far from the south of mile stone No.26/2 to 26/4 along Sagaing-Monywar highway in Sagaing township on 6th September, 2012. At that university campus, the 2011-2012 academic year was continued to teach 573 students in total: 54 students specializing in Arts, 220 students specializing in Science, 163 A.G.T.I students and 136 students for B.Tech degree on 15th September, 2012.
- During the planning period to open the Degree College, Sagaing in 2012-2013 Academic Year, 80 students of Third Year specializing in Arts and Science, 104 students of First Year A.G.T.I and 59 students of Second Year A.G.T.I, the total number of 243 had to continue their education at the Degree College, Yangon. The total number of 77 B.Tech students; 42 first year students and 35 second year students had to pursue their study at the Yangon Western University of Technology in Hlaing Tharyar and at the Technological University in Thanlyin.
- From 2013-2014 academic year, it was started to teach major system. The study period is 4 years for Arts and Sciences. Awarded degrees are Bachelor of Arts in Geography, Myanmar, History and Bachelor of Science in Physics, Maths and Myanmar.There are four majors in A.G.T.I Diploma Course:Civil, Electronics, Electric power and Mechanical Engineering. After the period of three years, diploma certificates are awarded. Arts and Science subjects are affiliated with Mandalay University and it is also affiliated with Yangon Technological University in engineering subjects.
- According to letter No.2/1/001 (Nya-14)/1298/ Pa Nya La Ka-2019 of the date 29.3.2019 issue, Education and Training Department has changed the former six objectives of Nationalities Youth Resource Development Degree College, Sagaing into the five objectives as follows:
- To consolidate the Union Spirit and amity among the nationalities youth while studying together at the college
- To foster and belief in Three Main Course which are Non-disintegration of the Union, Non- disintegration of the national solidarity and preparation of the sovereignty of the State
- To assign the graduates in the appropriate tasks associated with the development work in their respective region after attaining the higher education.
- To nurture and uplift the morale and enthusiasm in the development work of border areas and the living standard
- To foster the morale of willingness to strive with might and main in building a new modern developed nation
- The degree college, Sagaing, it is implementing its policies and objectives respectively.
